Organizing Authority

The World Yourh Championship is organized by the International Lightning Class Association (ILCA) in conjunction with the Metedeconk River Yacht Club and has been sanctioned in accordance with the By-Laws of the ILCA.

Rules

The regatta will be governed by the International Yacht Racing (IYR) Rules, the ILCA Rules Governing All Sanctioned Lightning Class Championships (Class Rules) and the sailing instructions.

Category

The regatta is designated Category A in accordance iwth IYR Rule Appendix A3.

Eligibility

Every country with organized yachting activity is entitled to two (2) entries. The host country (USA) is entitled to two (2) additional entries. Additional entries may be allocated on an equal basis to all countries to provide a maximum of twenty (20) entries.

Skipper and crew must not have turned 20 years of age by December 31, 1996. They need not be ILCA members, but if they are not, they must be certified eligible by a member National Authority of the International Yacht Racing Union.

Qualification

Qualification will be determined by the Governing Authority of each eligible country preferably based on the order of finish in a Junior or Area Championship.

Entry

Each Governing Authority must advise the ILCA office of the number of teams they intend to enter by June 1, 1996.

Entry forms may be obtained from the ILCA, 808 High Street, Worthington, Ohio, 43085, USA and must be returned with entry fee and damage deposit by July 1, 1996 unless permission for late entry is granted.

Entry fee - US $80. Damage deposit - US $250 refundable if not needed.

Boats and Equipment

Equally competitive certified Lightnings will be provided by the host fleet. Contestants shall provide their own sails and life preservers. A system of draw will be established to provide a boat rotation which is fair to all. Contestants shall not make changes to tune or rigging except as allowed by Class Rules while racing. Equipment other than the normal extra clothing, life jackets, water jug and small tools for emergency repairs may not be carried aboard.

Contestants without sails may make arrangements with the host fleet to charter same.

Measurement

Sail measurement will be carried out in accordance with Class Rules. A maximum of one (1) main, two (2) jibs and two (2) spinnakers will be measured and approved for the regatta.

Contestants must be on hand no later than 1200, Monday, September 9th.

The race committee may adjust the racing schedule to suit weather conditions.

Racing Conditions

Races will be sailed on triangular, Olympic and/or windward/leeward courses on Barnegat Bay.

Sailing Instructions

The sailing instructions will be available at on-site registration.

Number of Races and Scoring

Six races are scheduled. Scoring will be in accordance with Article VIII, paragraphs 4&5 of the Class Rules. If all six races are completed, the best five will be scored. If the number of completed races is less than six, all races will be scored.

Alteration of Racing Rules

Rule 54.3(b) will be altered to read: "On a free leg of the course, when surfing (rapidly accelerating down the leeward side of a wave) or planing is possible, the yacht's crew may, in order to initiate surfing or planing, pump the sheet, but not the guy, controlling any sail, but only once for each wave or gust of wind. When the mainsail is pumped, only that part of the sheet between the crew member handling the sheet and the first block on the boom shall be used."

The relevant part of Rule 70.2 will be altered to read:
"For such hearings, the race committee or jury shall notify each yacht thereof in writing within 30 minutes after any other protests have been heard."

Appendix B1, paragraph 1 wil be altered to contain the following additional provision: "When an infringing yacht has her spinnaker drawing at the time of the infringement, drops it completely while taking her penalty and resets it and has it drawiing after the penalty, the penalty is one full turn of 360 degrees instead of two."

Prizes

First Place Perpetual. In addition, Regatta Trophies will be awarded for a minimum of the first five places.
